Coordinated Universal Time (UTC) is the world's time standard. All other time zones are expressed as offsets from UTC. UTC+0 is London in winter; UTC-5 is New York in winter (EST); UTC+9 is Tokyo. UTC never changes for daylight saving — it's always the same time.
Most of North America and Europe adjust their clocks by +1 hour in summer (daylight saving time). This means the offset between two cities can change twice a year. The US moves clocks in March and November; the EU moves in March and October, creating a brief window each autumn where they're temporarily at different relative offsets.
